A Park City Police lieutenant has been tapped to be the municipal government’s next emergency manager. Clint Johnson is an 11-year veteran of the Police Department and has spent a combined 23 years in the field of public safety. The municipal government announced the selection on Tuesday. He s tarted in the post on July 13. He had been a sergeant and was promoted to the rank of lieutenant as he became the emergency manager. The emergency manager holds wide-ranging responsibilities in municipal preparedness for a variety of scenarios. The emergency manager, as an example, is one of the figures involved in preparing the community for wildfire season, with public outreach included in the efforts. Some of the work of the emergency manager, though, is sensitive and conducted behind the scenes, such as security planning. “I am excited to take on this important challenge. Emergency management is where planning, partnerships, and public safety come together. From prevention and preparedness to response and recovery, this work helps navigate some of our greatest challenges,” Johnson said in an prepared statement released by the municipal government. Johnson was not immediately available for comment. Police Chief Wade Carpenter praised the selection. “Emergency management is about bringing people together long before a crisis ever occurs,” he said. “Clint understands that this role extends well beyond the Police Department. It is about coordinating the entire organization and our regional partners so we can respond effectively, recover quickly and continue serving our community when it matters most.” Johnson succeeds Mike McComb, who served in the role for seven-plus years before leaving in November for the private sector. The selection of Johnson was made as the wildfire season continues. The National Interagency Fire Center wildfire outlook for August puts the Park City area, and most of Utah, in the above normal potential category. The entire state is within that category for the rest of July. Park City is at risk of a range of incidents, including natural disasters like wildfires and earthquakes, that would involve the emergency manager as part of the municipal response. It is believed the emergency manager also has a key role in crafting the municipal plans to respond to security incidents like terrorism. Emergency management is also believed to have a role as plans are made for special events in the community. Credit: Park Record file photo by Tanzi Propst Emergency manager under police umbrella The Police Department, in response to a Park Record inquiry, explained that the emergency manager post has been moved under the umbrella of the law enforcement agency. It had been within the executive office. “The Emergency Manager role is now housed within the Police Department as part of an organizational restructuring. The City determined emergency management would be best supported through closer integration with public safety while continuing to serve the entire organization. Although the position is within the Police Department, the Emergency Manager’s responsibilities remain citywide and include coordinating with all City departments and outside partner agencies,” the Police Department said. The Police Department said the municipal government “publicly recruited for the civilian emergency manager position” after the departure of McComb. “During that process, city leadership worked with the Police Department, Human Resources, and the Legal Department to evaluate the long-term organizational structure for emergency management. As a result of that review, the city decided to reorganize the function by transitioning it from a civilian position to a sworn Lieutenant assignment within the Police Department,” the agency said. It added: “Because this was a newly structured position, it was filled through the Police Department’s established promotional process using the Lieutenant promotional eligibility list created through the February 2025 promotional process. The 2025 edition of the plan, a 33-page document, covers numerous topics related to the operations of the municipal government should there be some sort of emergency. The plan is designed to “develop a comprehensive emergency management program that will provide a system to mitigate the effects of an emergency or disaster, preserve life, respond during emergencies, provide necessary assistance, and establish a recovery system to return the community to its normal state of affairs,” it says. The plan outlines the authority of various municipal officials, the levels of emergencies, the activation of an emergency operations center if necessary, the assessment of damage and record keeping. It also lists the responsibilities for officials. The emergency program manager, as the post is identified in the document, is responsible for a variety of duties. They include, as drafted in the Comprehensive Emergency Management Plan: “Make the Emergency Operations Center available to Park City officials for conducting overall direction/coordination of response and recovery operations.
