CHARLOTTE, N.C. — Tropical Storm Bertha has formed in the Gulf. This system will bring gusty wind, heavy rain and storm surge to the Gulf Coast through the week.Isolated flash flooding is possible from the Florida panhandle to Texas through Friday. A Coastal Flood Warning is in effect for the Mis sissippi and the Louisiana coast where moderate flooding is expected.
