Westmoreland, N.Y. - A man threw an explosive at two people during an argument in Oneida County, deputies said Tuesday.Justin Ramos, 38, of Herkimer, was driving on Eureka Road in Westmoreland just after 2 p.m. on July 7 when he stopped his car and got out to argue with two people he knew in a nearb y yard, according to Mark R.
