A Delaware County man was arrested on Wednesday after making antisemitic threats towards Pennsylvania Gov. Josh Shapiro at the office of State Representative Leanne Kruger, police say.
According to police, Richard John Franklin, 65, had gone to the office of Representative Kruger seeking h
elp regarding his outstanding taxes on Tuesday, July 7.
While a staff member of Representative Kruger attempted to assist Franklin, he began to use antisemitic slurs about Governor Shapiro and communicated a threat of arson on the Governor’s mansion, police say.
Pennsylvania State Police say the Political Violence Threat Unit met with Franklin at his home on July 8 where he provided inconsistent accounts of what happened at the District Office.
According to the police report, Franklin admitted to using an antisemitic slur and said the statements he made about the governor’s mansion were sympathetic as he and his family had survived a previous arson attack.
Franklin was taken into police custody and charged with terroristic threats with intention to terrorize another, ethnic intimidation, harassment, disorderly conduct through obscene language or gestures, and threatening unlawful harm to influence.
Bail was set for Franklin at $100,000. He is being held at Delaware County Prison.
Franklin’s preliminary hearing is scheduled to take place on July 16, 2026, at 9 a.m. Online court records don’t list an attorney who could speak on his behalf.
