Gabriel Garcia Luna, Guatemala's new attorney general who took office in May, pledged Wednesday to dismantle what he called the "repressive and vengeful" administration of his predecessor, who was sanctioned by multiple countries including the U.S. for stifling anti-corruption efforts.
