1 teen arrested, 1 still wanted in murder of Penn State student, officials say

One of the 16-year-old suspects wanted for the murder of a Penn State student was arrested in Colorado, according to Philadelphia Police Deputy Commissioner Frank Vanore.
Another man is also in custody and a second teen suspect is still wanted, officials said.m
In a news conference on Wednes
day, Krasner announced the expected charges against Kaiseem Smith and Azzubair Outen-Fleming, both 16 years old, who are wanted for the murder of 22-year-old William “Billy” Schmidt.
Outen-Fleming was arrested by the U.S. Marshal’s Service in Colorado and is in custody, Deputy Commissioner Vanore said.
Smith and Outen-Fleming are expected to face multiple charges including murder, criminal conspiracy, robbery and others, and they will be charged as adults, the district attorney said.
Moreover, investigators determined that Donte Abdulmalik, the stepfather of Outen-Fleming, helped transport the teen out of the jurisdiction. For that reason, he was arrested and charged with hindering apprehension, obstruction of justice and tampering with evidence in connection with this murder case.
Krasner’s announcement came the same day the U.S. Marshals announced they are offering a $5,000 reward for information leading to the arrests of the two teen suspects.
On Tuesday, the Philadelphia Police Department issued arrest warrants for Smith and Outen-Fleming.
Schmidt was shot and killed just steps from his front door around 1:30 a.m. on June 6, 2026, near 20th and Durfor streets in South Philadelphia.
Video from a neighbor’s porch camera shows two young men speaking with Schmidt, who is off camera. Seconds later, Schmidt appears to follow them into the street.
The video also captured Schmidt saying, “Give me back my phone.”
Moments later, a gunshot can be heard.
Krasner said Smith is the accused shooter.

Despite the new developments, Schmidt’s dad, Bill Schmidt, said there’s no amount of justice that will bring back his son — and his best friend.
“I mean, I want them off the street before they do it to somebody else,” Schmidt said.
The Marshals Fugitive Task Force in Philadelphia was asked to assist in the suspects’ apprehension and is leading the fugitive investigations.
Officials said the $5,000 reward will be processed “immediately upon arrest and not upon conviction.”
Kaiseem Smith stands 4 feet,10 inches and weighs approximately 110 pounds. He is a resident of Wilmington, Delaware, and is known to frequent the 27th and Reed area of Philadelphia.
Azzubair Outen-Fleming is 5 feet, 6 inches and weighs approximately 145 pounds. He goes by the nickname “Zubair” and was last seen on the 3400 block of Germantown Avenue.
Officials said both teens should be considered armed and dangerous.
“Surrender now. If you choose to remain fugitives, the Marshals Service will relentlessly pursue every lead, every associate, and every tip until you are located and taken into custody,” said Supervisory Deputy U.S. Marshal Robert Clark.
