A 911 call about a woman being held hostage on Northeast Portland Road ended with a Salem police officer shooting and hospitalizing a man Thursday morning, according to the Oregon State Police.The man, Jose Luis Anguiano, 35, of Salem is in stable condition, according to the police. He will be trans ferred to the Marion County Jail once he is released from Salem Hospital. Several Salem police officers and an Oregon State Police Trooper responded to the call, which came in just before 7:30 a.m. on Thursday, June 11. The call came from the 3300 block of Northeast Portland Road, near Don Froylan Creamery and the Goodwill Outlet.They located the victim and Anguiano near a tent on a vacant property by the railroad tracks, according to an Oregon State Police statement Thursday evening.“The suspect was in possession of a weapon and was uncooperative,” the statement said.Officers got into a confrontation with the man before one officer shot him, according to an earlier Salem Police Department statement. The statement did not include how many shots the officer fired, or what kind of weapon the man had.“Following the shooting, the female victim was able to walk out and contact responding officers,” the Oregon State Police statement said.Sgt. Jason Donner has been placed on administrative leave for shooting Anguiano, following department protocol, according to the statement. Donner has been employed at the Salem Police Department since 2004.According to dispatch records, at least two medic units with the Salem Fire Department were dispatched to the scene. Medics treated the man before taking him to the hospital.Because Donner used deadly force, the Oregon State Police are investigating the incident as required by state law. The Keizer Police Department, Marion County Sheriff’s Office and the Marion County Attorney’s Office will be involved in the investigation. Per Marion County policy, use of deadly force is defined as “physical force that under the circumstances in which it is used is readily capable of causing death or serious physical injury.” The last shooting involving a Salem police officer was in January 2025, when an officer shot and killed a man at an apartment complex. Court records show Anguiano has had previous convictions in Marion and Polk counties tracing back 15 years, including in 2023 being sentenced to 180 days in the Polk County Jail for a domestic violence related incident. Since then, he has been convicted for trespassing and fleeing or attempting to elude a police officer. Last month, in the Marion County Circuit Court, he pled guilty for possessing methamphetamine and was sentenced to 18 months of probation. See Salem Reporter’s initial story on the shooting below.
