Mother desperate for answers in search of son who vanished off Wildwood's coast

More than a week after a Philadelphia student vanished in the Atlantic Ocean during a school trip to the Jersey Shore, his mother spoke out for the first time as she waits for her son’s body to be recovered.

“He deserves to be brought home. He should be home,” said Hill.
Carter, whom family members lovingly called “Peter,” was just two days away from his eight-grade graduation, according to his mother. He was a student at Delta School in Philadelphia.
Officials said the teen was on a chaperoned class trip to the Jersey Shore when he and three others, apparently from the same group, entered the ocean off the coast of Wildwood.
A Wildwood officer entered the water and safely got three swimmers out of the ocean. Two of the swimmers were treated at the scene while a third swimmer was taken to Cooper University Cape Regional Hospital in stable condition.
Carter never made it back to shore.
“That ocean’s big. He’s a small guy,” Hill said.
According to police, no lifeguards were on duty at the time.
Hill described her son as a teenager who loved hockey, played basketball and hoped to become a marine biologist.
She is now questioning the circumstances that led to him entering the water.
“The weather when I got out there, it was cold. Why was the decision to go in the water? Where was the people that was supposed to be there supervising? No protection. No lifejackets,” Hill said.
Delta School serves students with special needs. The school’s CEO told NBC10 last week that there were six students and six staff members on the trip and that the students had supervision.
When asked who was chaperoning the trip, Hill said she does not know.
“I have no idea. I just know that he was supposed to be assigned with a staff and he had to remain with his staff,” Hill said.
When asked whether she felt her son was failed during the trip, Hill responded, “In so many ways.”
Hill said that while the U.S. Coast Guard flew an aircraft along the coast Sunday, the extensive search for her son ended last week.
She is now asking for help from any organization that may have the ability to continue searching.
“He’s somewhere under the water. So, I’m just asking that if there’s any organizations that have technology or anything that could go in the water and look for him,” Hill said.
“Investigations are underway by law enforcement, the Pennsylvania Department of Human Services, and Delta School. We are cooperating fully with each of these efforts and will share updated information as it becomes available,” a spokesperson for Delta School wrote in a statement to NBC10 on Tuesday night.
