Chicago police quickly closed an investigation into a hit-and-run crash involving a federal immigration agent who helped detain a man earlier this week in Albany Park, the Chicago Sun-Times has learned.The crash happened Tuesday morning in the 3100 block of West Lawrence Avenue, where U.S. Immigrati
on and Customs Enforcement agents chased, shocked and detained a shirtless man as a crowd gathered and documented the violent arrest. Before the man was apprehended, an ICE agent appeared to crash into a woman's car.Chicago police responded to the scene, interviewed the driver and a witness, and took reports after the agents had left. In a report, police said an ICE agent was making a “tactical move” at the time of the crash, and the incident was classified as being "non-criminal."A police spokesperson said the investigation was suspended because there were “no more additional investigative leads," although videos and photos taken by a Sun-Times reporter and other bystanders captured the crash and parts of the arrest.
On Friday, an insurance agent handling the woman's claim said he hadn't heard back from the Chicago Police Department or the feds, noting that ICE had given him the "runaround" over several calls."They don't want anything to do with anything like this,” the insurance agent said. “We know who is at fault here. We have it on video, so this should be faster. CPD has video of this.”The tactics used during the arrest were reminiscent of those seen during Operation Midway Blitz, the Trump administration's pummeling deportation campaign that generated thousands of arrests in the Chicago area last fall. While arrests have fallen since then, and become more targeted, immigrant advocates and volunteers have continued to track ICE activity in Chicago and the suburbs. From the start of this year through mid-March, 580 people had been detained in the area, according to a Sun-Times/WBEZ analysis of records obtained by the Deportation Data Project.Earlier this year, a commission assembled by Gov. JB Pritzker culminated in a referral pushing Chicago police, the Cook County state's attorney's office and other agencies to investigate and prosecute alleged crimes stemming from Midway Blitz.The Illinois State Police soon opened an investigation into the death of Silverio Villegas González, who was shot and killed by an ICE agent in Franklin Park in September. A Cook County judge later shot down an effort to install a special prosecutor in the state's attorney's office to target federal agents, finding that police agencies must refer cases to prosecutors to potentially bring charges.A jarring arrestTuesday’s incident started at 8:07 a.m., when a Nissan Pathfinder driven by an ICE agent turned east onto Lawrence Avenue from Kedzie Avenue, chasing the shirtless man. A second Pathfinder carrying more agents then pulled out of a nearby parking lot and struck the woman’s car in an apparent effort to block the man from running.Federal officials identified the man as Domer Jesus Martinez-Sifontes, a Venezuelan national who entered the country in 2023 and doesn't have legal status.Agents wrestled Martinez-Sifontes to the ground as he screamed for help, and one shocked him with a Taser after aiming it at bystanders. During the scuffle, an agent dropped a loaded bullet magazine that was later picked up by a colleague.

As Martinez-Sifontes was being detained, agents threatened to arrest the woman whose car had been struck. A few dozen people gathered at the scene, blowing whistles and screaming at the federal agents.ICE and the Department of Homeland Security didn't respond to questions about the crash, the use of force or the bullet magazine that was dropped onto the street. In a statement, DHS claimed Martinez-Sifontes "assaulted officers and attempted to evade arrest by fleeing on foot," then "continued to resist arrest" once he was caught.DHS didn't say whether Martinez-Sifontes has a criminal record, and he doesn't appear to have been charged with any crimes in Cook County. He will remain in ICE custody pending removal proceedings.The feds cast residents who gathered at the scene as "anti-ICE agitators," saying that one spray-painted a federal vehicle and "struck a street light pole" after being approached."For their safety, ICE officers quickly left the scene," DHS said.
