As Hawaii families struggle under the weight of soaring home insurance premiums, state lawmakers came closer than any legislature in the world to enacting a bold and necessary solution this session. Senate Bill 1166 — legislation designed to hold major fossil fuel companies accountable for the cli mate costs now burdening residents — fell one vote short of quorum in the House during conference committee on the final day of the 2026 session.
