Richard Nelson The keynote address will be delivered by Louisiana Community and Technical Colleges President Richard Nelson, who oversees a network of 12 community colleges across Louisiana focused on workforce development and student success. Nelson said he looks forward to addressing graduates and celebrating the milestone. “I look forward to speaking at Delgado Community College’s commencement and celebrating this important milestone.
