Georgia moves beyond HOPE, with needbased aid for college students

Gov. Brian Kemp signed legislation on Monday to create the DREAMS Scholarship, a need-based financial aid program funded by $325 million, which will provide up to $3,000 a year for up to eight semesters or 12 quarters to low-income Georgia students attending public colleges and universities.
