SAN FRANCISCO (KRON) -- This June, there will be not only one ballot to cast but two for the people of California’s 24th congressional district, which extends from south of San Leandro down to Fremont and east past Livermore. The people in that district are now being asked to vote in the statewid e primary for governor and a special election to fill disgraced congressman Eric Swalwell’s newly vacant seat for the remainder of his current term, which ends in January. “He had this meteoric kind of rise and then this kind of reentry that just broke up well before impact. And it wasn't a question of whether he would leave the governor's race. It wasn't a question of whether he would leave Congress. It was a question of when,” said Sonoma State University Political Science Professor David McCuan. The first deadline is coming up. The deadline for candidates to file paperwork to be in the special election is next week on April 23. Then, on May 4, ballots for the June 2 primary election will be mailed out. A couple of weeks later, on May 18, ballots for the special election will be mailed out as well. We've become much more exposed to this and what's called election administration. It's not sexy, and it's expensive. And when you have all of these kinds of special elections up and down in California, they are particularly costly,” said McCuan. Voters will have to track two timelines. Swalwell was not running for reelection in District 14 because he was running for governor. To fill the seat for the full-term starting next year, there is a primary election on June 2. November 3 is the general election. With Swalwell’s resignation, June 16 is the special election to fill the seat for the remainder of 2026. If nobody receives more than 50% of the vote in that primary, then there will be a runoff election on Aug. 18 between the top two finishers. Nov. 3 will be the general election to choose the next governor and Swalwell’s permanent replacement. “A lot of voters are on the margin. And if you look at the primaries in California, they're really kind of a club," McCuan said. "And that means you have to be in a club Democrat or a club Republican. If you're in a club, no party preference, or if you're an independent voter, what will determine the outcome of elections in November?” said McCuan. “They're episodic, and they will be fatigued.” ...read more read less
