A Buffalo man was arrested Sunday morning on driving while intoxicated charges after police say he drove the wrong way on the New York State Thruway’s Interstate 190 and crashed his vehicle into a ditch.Owen Gustavo Palomino, 29, was taken into custody following a single-vehicle crash off the Exit 2 ramp in Buffalo on April 5.
