East Palo Alto delays Flock Safety decision, community pushes back

EAST PALO ALTO, Calif. (KRON) -- Just months after the East Palo Alto City Council approved a contract renewal with Flock Safety for automated license plate readers, officials were expected to revisit the issue Tuesday. Instead, the item was pulled from the agenda.

Luis Rosas was there to voice his disapproval of the cameras.
"No matter what, we're going to speak up for our community," said Rosas about why he decided to come to the meeting. "I come from an undocumented background. I have a lot of Latino family members. I'm Latino myself."
But right away, Mayor Webster Lincoln asked to remove the item.
"I would like to continue it and remove it from the agenda tonight," Lincoln said.
Board members Martha Barragan and Mark Dinan supported the motion.
"I don't want to be discussing this every two months or the rest of my term in office just because some people in the community are unhappy about it," said Dinan. "Most people are [happy about it]. I don't support bringing this back up for discussion."
Dinan argued it was unnecessary and that the issue was just discussed in December, when the council voted to continue the program.
Then in February, nearby Mountain View took down its Flock cameras after officials found federal law enforcement agencies had accessed the data.
Rosas said he's concerned that could happen in East Palo Alto as well.
"Are we really going to set up these cameras and trust that the government doesn't tap into these cameras?" Rosas said. "That's just the state of the world right now."
There are 25 cameras throughout East Palo Alto, many on major streets like University Avenue.
City Council member Ruben Abrica promised the item will be on a future agenda.
"I will place it on the agenda for the next meeting, and the next meeting," Abrica said. "If they want to keep shooting it down, that's on them. They have to explain that to the public."
The next City Council meeting will be April 21.
