Hawaii is facing at least $1 billion in recovery costs in the aftermath of the two destructive Kona-low storms that lashed the state on March 10-16, and then March 19-20. That’s far more money than Hawaii has available, and so aid is being sought via the Federal Emergency Management Agency.
