KEY TAKEAWAYS:
HB 838 would eliminate inspection stickers for most vehicles
Commercial and student transport vehicles would still require inspections
Law enforcement could stop unsafe vehicles for inspection
Proposal follows multiple failed attempts to repeal requirement
A proposed bi
ll would eliminate Louisiana’s vehicle inspection sticker requirement, yet seven previous bills to do away with inspection stickers have failed to pass.
HB 838, sponsored by Republican Rep. Lawrence Bagley, has been advanced by the House Transportation Committee and publicly supported by Governor Jeff Landry.
Present state law requires every motor vehicle registered in Louisiana to have a valid safety inspection certificate.
Proposed law would eliminate inspection sticker requirement for certain vehicles. Which ones?
HB 838 would eliminate the requirement for certain vehicles to have inspection stickers, with only commercial and student transportation vehicles required to have an inspection sticker.
The law stipulates that operating vehicles without required equipment or in unsafe conditions that could endanger the driver or other people is prohibited. Additionally, vehicles required to be inspected under the proposed law must have a valid safety inspection certificate.
Commercial and student transportation vehicles registered in Louisiana would be required to undergo inspection and obtain an official certificate of inspection.
Inspection would also be required for vehicles registered in a parish or municipality subject to the federal Clean Air Act or Environmental Protection Agency regulations requiring inspection and maintenance. Inspection certification will be required for all vehicles, except for low-speed vehicles, with emission control devices, according to the legislation’s text.
How will vehicle equipment and safety requirements be enforced without inspection stickers?
The Director of Public Safety and members of the State Police would be permitted to require drivers to stop and submit to a vehicle inspection if there is reasonable cause to believe a vehicle is unsafe or not equipped as required by law.
Will oversized vehicles like mobile homes still need inspection stickers?
The proposed law would also revoke the exclusion of overweight and oversized mobile homes that require a state permit from not being required to have a certificate of approved inspection when moved by a bonded carrier.
Motor vehicles in transit by a dealer would also not be required to have a certificate of approval, according to the bill’s text.
Will vehicles hauling trailers still need inspection stickers?
HB 838 would eliminate the requirement that owners or operators of a light trailer, utility trailers, boat trailers or farm trailer only need to provide a valid inspection sticker on demand of an inspecting officer in order to comply with law.
What states have gotten rid of inspection stickers?
Only 13 states do not require any regular vehicle inspections, according to GoodCar:

Minnesota
