Request for Qualifications and Proposal Notice Vesta Corporation in partnership with Elm City 1915, LLC, is soliciting Request for Qualifications and Proposal (RFQ/P) for a Construction management or General Contracting firm, for the Elm City Lofts project in New Haven, CT. The project consists of the historic rehabilitation and conversion of an existing (5) Story, 125,000 SF mill structure into (96) residential apartments and the new construction of two, multi-family residential structures, one containing (60) apartments, the other containing (84) apartments.  The selected company and any subcontractors must comply with EEOC workforce requirements.  City of New Haven Chapter 12 ¼ of the New Haven code of Ordinance (MBE subcontracting) applies- To qualify, CM/GC firms must have the experience and capacity to provide the required services and shall obtain a copy of the RFQ/P submission instructions from Sara Leadbetter.
