An Upstate New York mayor was arrested last week on charges of repeatedly sexually assaulting and raping a child.Frank W. Kovacs, 62, of Laurens, is alleged to have committed the crimes from 2008 until 2011 in Clifton Park while the victim was under the age of 17.
