‘Unknown substance’ mailed to Richmond City Justice Center
Mar 24, 2026
RICHMOND, Va. (WRIC) -- A package containing an "unknown substance" was mailed to Richmond's city jail on Tuesday, causing employees to be quarantined.
At about 5 p.m. on Tuesday, March 24, staff at the Richmond City Justice Center found a suspicious substance in a package addressed to the jail.
Multiple city departments, including the Richmond Fire Department, were immediately contacted. The fire department's HAZMAT team came down to the jail, contained the substance and sent a sample to Virginia's Division of Consolidated Laboratory Services (DCLS) so it could be identified.
"Preliminary tests by DCLS indicate no threat, hazard [or] spores and that the substance is completely benign," the city said in a March 24 press release. "Further testing will be done to determine the exact nature of the substance."

Employees who handled the package were still decontaminated, quarantined and then sent home. Thankfully, no injuries have been reported.
"Our hazmat team handled this call efficiently, quickly and by the books," said Richmond Fire Chief Jeffrey Segal in the release. "I’m thankful this situation was easily resolved, and I’m proud that the Richmond Fire Department remains always prepared to protect Richmonders in the case of any emergency."
No additional information is available as of the time of reporting.
