Judge Tanya Walton Pratt decided on March 10 and 11 that the state's refusal to classify the homes as a Class 2 structures was unlawful and discriminatory, according to the terms of the Americans with Disabilities Act, the Fair Housing Act, and the Rehabilitation Act.
