Letter: Keep discourteous dog walkers on tight leash

Dogs need to run free in their yards, on a farm, even in dog parks, but they don’t belong in parks where people are going to be walking — even on leash. People might inadvertently step in dog poop residue (left over even after the dog walker has picked up the solid poop).
