Park City, Summit County envision reaching Winter Olympic agreement within 12 months
Mar 06, 2026
Park City and Summit County leaders within 12 months want to reach an agreement addressing the 2034 Winter Olympic work, the two sides indicated on Friday, a step that would link governments with crucial roles in the planning for the Games.
The Park City Council and the Summit County Council dis
cussed the Games at the Marsac Building on Friday morning. The elected officials did not delve into the details of a potential agreement, but each of the governments appeared poised to broaden their Winter Olympic work.
A slide presented at the meeting included a list of goals for the next 12 months and the next 24 months. The 12-month goals included establishing an agreement between the sides. The goals for the next 12 months also included identifying “city, county and regional goals to create legacy projects” and formalizing “roles and responsibilities with the Utah 2034 Organizing Committee and other partners.”
The 24-month goal was outlined as attending the 2028 Summer Olympics in Los Angeles “as part of Observer Program and to learn more from government counterparts and (get more granular).”
The slide also included ongoing work like sharing “insights across departments/partners” and identifying “early planning opportunities.” The slide also noted a concept of launching a “‘2035 Vision’ community engagement series,” a reference to opinions about the area’s post-Winter Olympic era.
The Park City and Summit County elected officials did not spend extensive time discussing the 12-month and 24-month goals or the ongoing work. But the goals, particularly those with a 12-month timeline, will help guide the Winter Olympic discussions in coming months.
The possibility of an agreement between the Park City and Summit County governments was a highlight of the meeting even if the officials did not address details. Park City and Summit County have shown interest in cooperating on the Games work. The specifics have not been defined publicly, though.
The Park City area is crucial to the overall Games blueprint. Two competition venues — Park City Mountain and Deer Valley Resort — are inside the Park City limits, while a third one — the Utah Olympic Park — is in unincorporated Summit County. The area will be key to the transportation, security and celebration plans for the Games, as was the case during the 2002 Winter Olympics.
The meeting on Friday was held shortly after Park City and Summit County delegations returned from fact-finding missions to the Winter Olympics in Italy. The travelers to Italy shared some of their observations, including from the Alpine venue community of Cortina d’Ampezzo.
Jodi Emery, the acting Park City manager, described the scale of the Games as having grown since 2002. Since there will be venues in close proximity to one another in 2034, Emery explained, there will be pressure on Park City-area infrastructure. Emery contended the area needs to consider operations early in the work.
Summit County manager Shayne Scott noted that the government will need to continue to provide public services, such as snowplowing, during the Games.
