RICHMOND, Va. (WRIC) -- The Greater Richmond Transit Company (GRTC) announced Thursday that it is one step closer to completing its permanent transfer of the Downtown Transfer Hub to the city of Richmond's Economic Development Authority. According to the Feb. 12 press release, the Richmond City Cou ncil recently voted to transfer the former public safety building property at 5000 North 10th St. to the city's Economic Development Authority. The move was made to "clear the way for development of a modern transfer hub which is designed to improve connections, comfort and reliability for riders," per the release. Ellen Robertson, city councilmember and GRTC board member, emphasized that she is proud of the progress made. "As both a member of City Council and the GRTC Board, I was proud to support transferring this property so we can move this long-standing site forward in a way that improves public transit and adds lasting value to our downtown community," Robertson said. The future Downtown Transfer Hub will be located at the crossroads of the planned North and South Pulse Bus Rapid Transit lines. GRTC officials said the goal is to create a central connection point for riders traveling throughout the city. Sheryl Adams, GRTC chief executive officer, explained that this is a meaningful moment for riders. "The new site will make it easier to transfer between routes, improve safety and reliability, and provide a more comfortable experience for the thousands of people who rely on transit," Adams said. The city of Richmond and GRTC released a Request for Qualifications and announced in late 2025 that it was looking for development teams to advance the project. The RFQ closed last month and reportedly received multiple submissions, the release said. The developer chosen would help advance what officials describe as a two-phase vision, which includes implementing a state-of-the-art, 10-bay Downtown Transfer Hub with rider amenities and operator support spaces, per the GRTC website.
