Patterson) Windsor County Sheriff Ryan Palmer is facing 12 criminal charges after he was arrested Tuesday for a slew of sex crimes. The Vermont State Police began investigating Palmer in July after receiving anonymous tips about possible mismanagement of funds within the sheriff’s office, according to a state police press release.  “During the investigation, (state police) received more anonymous tips pertaining to the financial situation and also information about alleged sexual misconduct regarding Palmer,” the release said.  Palmer is facing two counts of lewd and lascivious conduct, two counts of solicitation of prostitution, two counts of aggravated stalking with a weapon, two counts of obstruction of justice, two counts of inciting a felony and two counts of accessory before the fact.  Several victims provided the state police with witness statements supporting the allegations of sexual misconduct, police said. State troopers then arrested Palmer at the sheriff’s office in Woodstock and took him into custody before releasing him later that day. Palmer is set to be arraigned on the charges Wednesday in Rutland County criminal court.  In 2017, Palmer was acquitted by a jury on charges including aggravated assault with a deadly weapon after shooting a man during an undercover operation in 2014, according to the Valley News. Palmer also failed to keep up with legally required paperwork in his office, sometimes waiting over a year to file necessary appointment documents for deputies he hired in his office, according to the Valley News.  Palmer did not immediately respond to a request for comment Tuesday.
