Tostrud’s ruling marked a response to Minnesota officials’ lawsuit on Saturday alleging that federal officials were stymying investigative efforts.Thousands of protesters gathered in cities including Minneapolis, New York City, San Francisco, Boston and Providence, Rhode Island.
