Baltimore Development Corporation’s EVP and COO Kimberly Clark to retire after 27 years

Baltimore Development Corporation’s executive vice president and chief operating officer, Kimberly A. “Kim” Clark, is retiring after a 27-year career with the agency.
Clark, whose last day will be April 6, has long been dedicated to advancing economic development for Baltimore City.
“Kim Clark is one of the most impactful public servants and city builders Baltimore has known,”BDC President and CEO Otis Rolley said in a statement. “For decades, she has helped translate vision into execution, navigating complexity with clarity, discipline, and an unwavering commitment to the public good. Her leadership has shaped not only major development projects, but the standards by which we approach economic development in this city.”
Having first joined the BDC in November 1998, Clark has served under seven mayors. She has helped negotiate redevelopment and investment projects, such as Horseshoe Casino, CFG Bank Arena, Topgolf, and ongoing plans to restore and reimagine Harborplace and the Warner Street Entertainment District.
Clark also helped establish 10 Baltimore Main Streets, following the National Main Street model, in an effort to bolster neighborhoods’ commercial corridors and support small and minority-owned businesses throughout Baltimore.
A member of the Urban Land Institute since 2009, Clark has served the organization in various capacities, including as governance chair of ULI Baltimore. The Baltimore chapter of ULI bestowed its 2025 Lifetime Achievement Award on Clark for her commitment and contributions to the city of Baltimore.
She was also named one of Maryland’s Top 100 Women by The Daily Record and received the Mayor’s Medal for Meritorious Service.
“Serving Baltimore has been the privilege of my professional life,” Clark said in a statement. “I am proud of the work we’ve done to strengthen neighborhoods, support small businesses, and advance development that creates opportunity for residents. I am deeply grateful to the BDC team and our partners across the city for their collaboration and shared commitment to Baltimore’s future.”
BDC plans to share plans for its leadership transition in the near future.
