Detectives have also identified several others who assisted Hardy in getting away from law enforcement, police said.
“Those individuals, as well as anyone who knowingly assists Hardy in the future, will be subject to arrest for accessory under Penal Code section 32,” police said in a news release.
Authorities previously said they had video evidence of the suspect and the getaway vehicle.
The shooting happened early Monday afternoon at the Delta View Apartment complex on Delta Fair Boulevard.
The girl’s family was headed to a grocery store when their paths crossed with the shooter, who was walking toward the entrance of the complex, police said.
Police said the suspect opened fire in the direction of the family’s SUV, which was carrying the girl, her parents, her baby sister and her 7-year-old cousin. The 11-year-old girl was the only one hit after a bullet pierced the back window and went through the headrest.
Police said they don’t have a motive for the shooting, adding that the family did not appear to have been the intended targets.
