Below are the news briefs from the Leon County Commission meeting held on December 9, 2025.
The Board approved 15 Consent Items unanimously (7-0).
General Business
Item 16: County Commission voted 7-0 to approve the Resolution authorizing the Housing Finance Authority of Leon County to issu
e $15,000,000 in Multifamily Housing Revenue Bonds for the Leon Arms project.
Item 17: County Commission voted 5 – 1 with Vice Chairman O’Keefe in opposition and Commissioner Maddox recusing himself due to the appearance of a conflict related to his position as CEO of Family Promise of the Big Bend to approve the proposed realignment of Leon County funding in the Community Human Services Partnership.
Item 18: County Commission voted 7-0 to approve the contract award to Fitch Associates, LLC, for consulting services to evaluate alternative models and cost-effective options for fire service in unincorporated Leon County.
Item 19: County Commission voted 5-2 with Vice Chairman O’Keefe and Commissioner Maddox in opposition to direct the County Administrator to prepare ballot language for Board consideration to proceed with a non-binding referendum to gauge public interest in the possibility of consolidation for November 3, 2026.
Item 20: County Commission voted 7-0 to appoint Commissioner Maddox as the Substitute Member for the Canvassing Board for a two-year term ending December 31, 2027.
Item 21: County Commission voted 7-0 to appoint Commissioner Minor to the Big Bend Continuum of Care Board for a two-year term ending December 31, 2027, to appoint Commissioner Maddox, Commissioner Minor, and Vice Chairman O’Keefe to the Capital Region Transportation Planning Agency Board for a two-year term ending December 31, 2027, to appoint Commissioner Cummings to the Juvenile Justice Circuit 2 Advisory Board for a two-year term ending December 31, 2027, to appoint Commissioner Welch to the Leon County Educational Facilities Authority for a two-year term ending December 31, 2027, to appoint Commissioner Maddox to the Workforce Development Consortium, Region 5, for a two-year term ending December 31, 2027.Item 22: County Commission voted 7-0 to appoint Brooke Brunner to the Early Learning Coalition for a four-year term ending on December 31, 2029.
Public Hearings
Item 23: County Commission voted 6 – 0, with Commissioner Proctor out of chambers, to conduct the first and only public hearing and adopt the Ordinance amending Chapter 13, Section 13-58, of the Leon County Code of Laws, entitled “Consumption of Alcohol, Intoxication and Public Nuisances”.
Item 24: County Commission voted 6 – 0, with Commissioner Proctor out of chambers, to conduct the first and only public hearing and adopt the Ordinance updating the Tallahassee-Leon County Comprehensive Plan Capital Improvements Schedule.
Item 25: County Commission voted 4 – 3 with Commissioners Welch, Maddox and Chairman Caban in opposition to adopt the proposed Land Use and Mobility removing the areas of four parcels proposed to be added to the USA along Old St. Augustine Road.
Also, County Commission voted 7-0 to direct staff to meet with the individuals who spoke regarding protections for Carr Cemetery.
Item 26: County Commission voted 6-1, with Chairman Caban in opposition, to conduct the first and only public hearing and adopt the Resolution related to collecting the full amount of all charges related to sewer service imposed on certain real property located in the Woodville Septic-to-Sewer System Phase 1 Project Area.
