Item 10.01: City commission voted unanimously to reappoint Bill Land

Policy Formation and Direction
Item 12.01: The city commission voted 3-2 to approve the sale of the Capital City golf course parcel at 833 Santa Rosa Drive in the amount of $1,255,000 to Capital City Country Club, authorizing the City Manager to execute documents to complete the transaction. The agreement implements in perpetuity protections that do not exist under the current lease including restrictions, easements, zoning changes, and covenants to assure community priorities including perpetual use of the golf course, public access and perpetual right of way for the memorialization of historic slave cemetery and the site of unmarked graves. Item 12.02: The city commission voted to approve the Fiscal Year 2025 Budgetary Closeout.
Public Hearings
Item 16.01: City commission voted 3-2 (Matlow, Porter against) to adopt the proposed Land Use and Mobility Element and Glossary revisions to the Tallahassee-Leon County Comprehensive Plan in accordance with Policy 1.8.1. of the Intergovernmental Coordination Element of the Tallahassee-Leon County Comprehensive Plan. The vote adopted the Urban Services Area adjustment previously adopted by Leon County.
Item 16.02: City commission voted unanimously to conduct the first and only public hearing and adopt Ordinance 25-O-23 updating the Tallahassee-Leon County Comprehensive Plan Capital Improvements Schedule.
Item 16.03: City commission voted unanimously to adopt an ordinance that would remove the requirement that residential uses are only allowed in C-1, C-2, and CP if located on the second floor or above a building containing commercial or office uses on the first floor.
Item 16.04: City commission voted unanimously to hold the first and only public hearing on Ordinance No. 25-O-27, Amending Chapter 9 of the Tallahassee Land Development Code Concerning Certified Recovery Residences. The proposed ordinance outlines the procedures for requesting a reasonable accommodation for a certified recovery residence, which will include a review by the city to confirm the request is consistent the Fair Housing Amendment Acts, Americans with Disabilities Act, and Florida Statute.
Item 16.05: City commission voted unanimously to hold the first and only public hearing on the HUD FY 2024-2025 Consolidated Annual Performance Evaluation Report (CAPER).
Item 16.06: City commission voted unanimously to hold the first and only public hearing of Ordinance No. 25-O-28, Amending Chapter 16 and Chapter 17 of the Tallahassee General Ordinances. The amendment revises sections of the Land Development Code (LDC) to comply with the updated state requirements.
