Mayor, IPS superintendent announce 5 priorities for city schools
Dec 16, 2025
INDIANAPOLIS (WISH) — Education leaders in the Indianapolis Local Education Alliance announced their recommendations to the state government on Tuesday.
In a joint press release, Indianapolis Public Schools Superintendent Dr. Aleesia Johnson and Mayor Joe Hogsett outlined five priorities fo
r education in the city.
The ILEA is set to vote on its final recommendations on Wednesday. Ahead of the vote, it hosted two town hall meetings for feedback from the community.
House Enrolled Act 1515 created the ILEA and tasked it with developing guidance on changes to the school board, facilities oversight, and transportation sharing between IPS and charter schools. According to the law, it needs to submit its recommendations by the end of the year.
The alliance is made up of nine members, including appointees from IPS and the Mayor’s office, as well as charter school advocates.
Johnson and Hogsett are requesting that IPS be exempt from a state law that allows school districts to lease or sell a decommissioned building, but only after it has been offered to charter programs to buy it for $1.
They’re also recommending that all public schools, traditional IPS, IPS innovation and charter schools be required to participate in the transportation system. If they don’t, they are recommending that the schools forfeit their share of property tax distribution.
Their third recommendation includes limiting the number of entities that can approve charter schools within IPS’s district boundaries. The mayor and superintendent are requesting that only the city’s Office of Education Innovation and the Indiana Charter School Board should be able to approve new schools.
The two leaders want a clear framework to be established when deciding what to do with IPS’s decommissioned buildings.
Finally, Hogsett and Johnson recommend expanding financial support for underserved students. They are asking for the state legislature to make sure funding can sustain the resources to serve populations across traditional public, innovation and charter schools.“We as a city are facing some really hard choices,” Johnson said in the press release. “My primary goal is to ensure our students continue to have access to the opportunities they currently have while reducing disruption and creating coherence for all families in Indianapolis, not just those in IPS.”
Hogsett says he and Johnson agree that the five points need to be included in the ILEA’s recommendations to the state.
“We have all listened carefully as we’ve heard from our community over the last several months,” Hogsett said. “We urge our colleagues on the ILEA to link arms with us and include these critical priorities in our report to the state legislature in addition to the other recommendations we will make.”
The ILEA will meet on Wednesday at 6 p.m. in the Public Assembly Room of the City-County Building, 200 E. Washington St., Indianapolis.
