Salisbury, N.Y. - A man was arrested Wednesday after troopers found a dead dog on a kitchen counter in a home in Herkimer County.On Wednesday, Dillon G. Ortlieb, 27, of Herkimer was arrested and charged with aggravated cruelty to animals.
