RICHMOND, Va. (WRIC) — Virginia roads have the second-best quality in the country, a recent report found. According to a 2025 report from Zutobi, an online driving education platform, Virginia ranks second nationwide in road quality with a score of 7.14 out of 10. The report assessed road qualit y in the U.S. based on three factors: the percentage of roads deemed "acceptable," the three-year change in this value and the highway fatality rate. The Commonwealth has 83% of acceptable miles of public road, a 5.67% three-year change rate and a highway fatality rate of 1.04 per 100 million miles traveled, per the report.
