Despite Spanberger’s opposition, Democratic senator pushes forward with righttowork repeal

RICHMOND, Va. (WRIC) -- Despite opposition from Republicans and Governor-elect Abigail Spanberger (D), State Sen. Jennifer Carroll Foy (D-Prince William) is pushing forward with her plan to repeal Virginia’s right-to-work law.
“It gives workers options to level the playing field so they can neg
otiate for higher wages, better benefits, and safer working conditions,” Carroll Foy told 8News.
As 8News has previously reported, Carroll Foy has introduced a bill to repeal Virginia’s current law that allows anyone to work anywhere without joining a union or paying union dues.
Republicans oppose the idea, saying people shouldn’t be forced to join a union if they don’t want to. Spanberger has reiterated that she doesn’t support repealing Virginia’s current right-to-work law.
"We're all Democrats, but we are not all monolithic. We may disagree on how we get to a certain goal,” Carroll Foy said, adding that she and Spanberger share the goal of making Virginia the best place for both workers and businesses.
Carroll Foy said she believes Democrats should strongly consider repealing Virginia’s right-to-work law during the 2026 General Assembly Session, regardless of Spanberger's view.
“It’s important that we take it through the stress test of the General Assembly, that we get feedback, that we educate Virginians and everyone about what repeal right to right-to-work repeal is and what it’s not, and hopefully we’ll be successful at the end of the day,” Carroll Foy told 8News.
Lawmakers will consider Spanberger’s proposal when the General Assembly convenes in January.
