Santa Rosa councilwoman made ‘unwelcomed sexual comments’ to city staffers, investigator finds

(KRON) -- A Santa Rosa city councilmember's behavior and romantic relationship with a city staff member led to anti-harassment policy violations, according to an independent attorney workplace investigator.
On Thursday, city officials announced that a months-long investigation into councilwoman Dia
nna MacDonald's conduct at work found troubling violations.
"The City received an employee complaint alleging harassment by Council Member Dianna MacDonald this summer. The City of Santa Rosa is committed to maintaining a positive, respectful workplace. We also have obligations to maintain a workplace free from harassment," city officials wrote in a press release.
The investigator concluded that MacDonald made "unwelcomed sexual comments" to city employees about her romantic relationship with a different city employee, and engaged in "negative behavior" toward city employees because of her relationship, city officials wrote in a press release.
MacDonald allegedly tried to influence decisions that would benefit her romantic partner, the investigator concluded. City officials did not release the romantic partner's name.
The city council will now consider censuring MacDonald during its December 16 meeting. A censure is a public admonishment of behavior, and it does not remove an elected official from office.

Mayor Mark Stapp wrote that the city council must hold itself accountable if a member violates the city’s anti-harassment policies. "It's appropriate for us to consider censure in light of the independent investigator’s findings," Stapp wrote in a statement.
According to MacDonald's city bio, she is a former president of the California State Parent-Teacher Association (PTA) and served as Santa Rosa's vice mayor in 2023. As a mother of three, she was active in local schools and served as a school board trustee for the Cloverdale Unified School District from 2008-2016, her bio states.
