Gov. Andy Beshear has ordered flags at all Kentucky state office buildings to be lowered to half-staff through sunset Thursday in honor of West Virginia National Guard Specialist Sarah Beckstrom.The directive follows a White Hou se proclamation honoring Beckstrom's memory.
