MATTHEWS, NC – The Town of Matthews has named James E. Avens, Jr. has the next Chief of the Matthews Police Department.
Avens has been in law enforcement for more than 23 years. He most recently served as Interim Chief of the Elizabeth City Police Department, following six years as the depart
ment’s Deputy Chief.
A native of Halifax County, North Carolina, Avens began his career with the Halifax County Sheriff’s Office, serving in the Patrol Division and the Narcotics Division as a Drug Agent. He later joined the Northampton County Sheriff’s Office as a School Resource Officer. In 2006, he returned to his hometown of Weldon, North Carolina, to join the Weldon Police Department, where he rose through the ranks, earning promotions to Captain, Deputy Chief and Chief in 2017.
Avens has a Bachelor of Science degree in Business Administration from Saint Paul’s College, a Master of Science degree in Administration from Central Michigan University, and a Graduate Certificate in Law Enforcement from Central Michigan University.
He has also completed advanced training through the Federal Bureau of Investigation and leadership development programs at the University of North Carolina at Chapel Hill, North Carolina State University, and Methodist University. Avens is an active member of several professional organizations, including the International Association of Chiefs of Police, and currently serves as President of the North Carolina Police Executive Association.

Former Matthews Police Chief Mike Clesceri resigned in September of 2024 after six months in the role.
The town named Major Roy Sisk interim chief, a position he held until January of 2025.
The town then named Penny Dunn interim chief. Her time with the Town of Matthews ends on June 2nd, when Chief Avens begins.
