Drivers on the 15 Freeway through the Inland Empire can expect faster commutes once construction is done on new express lanes.

The project aims to improve traffic flow by connecting toll lanes in Riverside County to new ones in San Bernardino County.
“The 10/15 interchange in San Bernardino County is one of the most congested in the U.S. and handles 50% of interstate truck traffic to and from Southern California,” a San Bernardino County Transportation Authority report states.
Construction began in February, with the lanes expected to open in 2028, the report states.
This is the Inland region’s latest toll lanes project, following others such as the 10 Freeway toll lanes in San Bernardino County that opened in August. Also, toll lanes opened on the 15 Freeway in 2021 and stretch from the 60 Freeway near the Eastvale-Jurupa Valley border south to Cajalco Road in Corona.
In the current project, crews are in the early stages of constructing the new 15 toll lanes. They are partially demolishing the freeway bridge deck over Etiwanda Avenue, between Foothill Boulevard and Baseline Avenue in Fontana, authority spokesperson Tim Watkins said in an email.
The project will include:
A 1-mile express lane in each direction between Cantu-Galleano Ranch Road in Jurupa Valley and the 60 Freeway at the Jurupa Valley-Eastvale border
Two 6-mile express lanes in each direction between the 60 Freeway at the Jurupa Valley- Eastvale border and Arrow Route in Rancho Cucamonga
A 1-mile express lane in each direction between Arrow Route in Rancho Cucamonga and Etiwanda Avenue in Rancho Cucamonga
One auxiliary lane in each direction between the 60 Freeway at the Jurupa Valley-Eastvale border and the 10 Freeway in Ontario
One auxiliary lane on the northbound 15 between Fourth Street in Ontario and Foothill Boulevard in Rancho Cucamonga

After years of construction, 91 Freeway is getting ready to fully open
The $535 million project — paid for by federal, state and local sources — is a collaboration between the San Bernardino County Transportation Authority, Caltrans and the Riverside County Transportation Commission.
The project “will relieve congestion and improve traffic flow through one of the largest logistics centers in the U.S. and provide travel time savings and trip reliability for all who use I-15,” the transit agency’s website states.
