NEWPORT, R.I. (WLNE) — The man charged with setting fire to a condo complex in Newport in February will be arraigned Tuesday. 56-year-old Joseph Fragata was indicted by a grand jury on eight felony charges including arson and stalking. Fragata is accused of stalking a woman who lived at the con do complex. The victim said she saw Fragata looking into her window days before the fire happened.
