Former cashier who tried hiding tracker on child arrested for separate stalking charges

VIRGINIA BEACH, Va. (WAVY) -- The Virginia Beach man who attempted to give a 7-year-old girl a tracking device hidden in a stack of stickers has been arrested on new stalking charges.

21, was in court Monday after an April 4 incident in which he admitted followed a woman home from her work.
Last Wednesday, a woman, who asked not to be named, was leaving her Norfolk job around 4 p.m. to run an errand and then head home. She only noticed she was being followed once she got to the store.
"I was walking around and of course, I'm always aware of my surroundings," she said. "I saw him following me down every aisle, but I just grabbed my stuff and I got out of there. I didn't think anything of it."
She brushed it off as an awkward interaction, made sure she wasn't still being followed, and drove home. That's when she said she heard a knock at the door.
"I answered. He said that he's been following me from Norfolk, to the Dollar General and then he approached me at my house," she said about the encounter. "He said that he has Asperger's and that he admitted to being a 'creep.' He said that he wanted to get to know me. He wanted to know if I was home alone, ... my age."
She didn't know Land had a history of similar behavior. After filing a police report, she learned more about a separate incident he was involved in at the Wegmans in Virginia Beach.

A police bodycam video showing the initial interrogation of Land was played as evidence. It took place in a back room of the Wegmans store after police were called. Land initially denied giving the girl stickers. He also denied any knowledge of the tracking device embedded between them.
Land eventually admitted he found the 7-year-old's mother attractive and wanted to track her to find her address and send her a letter.
“I have a letter here that I’ve given to a few women discretely,” Land said in the video. “To be honest, it’s creepy.”
The officer then read the document taken as evidence from Land’s phone.
“Dear prospective goddess,” it began, before requesting to pay $1000 a month to be able to do the woman’s household chores and 'worship her from head to toe' — no nudity.
He then denied intending to do any harm to the young girl.
“I understand now that this is threatening behavior to people,” Land went on to say.
He also admitted to giving the same letter, along with money, to at least one other woman.
The charges for Land's actions that day were dismissed after a little-used statue was applied.
The statue, SB133, “allows a court to defer and dismiss a criminal case where the defendant has been diagnosed with autism or an intellectual disability and the court finds by clear and convincing evidence that the criminal conduct was caused by or had a direct and substantial relationship to the person’s disorder or disability.”
Those charges were dismissed March 24. On April 4, Land followed a woman home.
She is understanding of his situation, but says this experience has put her on edge in general and wants to remind women to stay aware.
"It's scary out here nowadays and we always have to be aware of things going on," she told 10 On Your Side. "And you never really think that it hits you like so close to home. Make sure you're aware of your surroundings, keep your children close and just protect yourself, basically."
Land was in court on the stalking charge for this incident Monday. He will be back in court for a preliminary hearing July 10.
