According to the El Paso County Sheriff's Office (EPSO), a 911 call was received around 7 a.m. on Sept. 1, 2024, allegedly from Chan, stating that he had killed his wife. EPSO said Chan then abruptly hung up, though the phone’s location was traced to the area of Walsen Road in Gleneagle, southeast of Monument.
Another 911 call was received shortly after, reporting a body was dumped in the 600 block of Walsen Road, near Smith Creek. When deputies arrived at the location, they discovered the body of 54-year-old Jian Chan, Stephen's wife.

According to EPSO, research on the 911 caller’s phone led to a possibly associated address in the 13800 block of Horsetail Terrace, just south of the Walsen Road location where Jian's body was found. The Colorado Springs Police Department (CSPD) performed a welfare check on the address, but Chan had already gone to one of the police substations, where he was identified and detained by officers.
Chan was taken into custody on charges of first degree murder, kidnapping, and assault (strangulation) and was being held on $2 million bond.
He appeared in court on Monday for an arraignment hearing, in which he entered a plea of not guilty. The prosecution stated that a plea agreement had been brought forth by the defense for manslaughter rather than first degree murder, but that plea was declined by the prosecution.
