BAKERSFIELD, Calif. (KGET) -- The U.S. Marshals are now offering a $35,000 reward for information leading to the capture of Cesar Hernandez. Four months after inmate Cesar Hernandez escaped custody, he was found in Mexico. The State Force for Citizen’s Security, known as FESC, is the agency inv olved in a shootout with Hernandez. On April 9 at 1 p.m., in the Barcelona Neighborhood of southern Tijuana, 33-year-old agent Abigail Esparza Reyes died trying to apprehend 34-year-old Cesar Moises Hernandez.
