SIOUX FALLS, S.D. (KELO) -- Although a request for information (RFI) for a location of new men's prison says multiple sites could be considered, the preferred site is still a minimum of 100 acres.

is a slight change from the 100 to 200 acres sought in the original RFI.

Although some critics of the proposed location between Harrisburg and Canton in Lincoln County have said the site should be nearer to Sioux Falls or multiple locations should be used, the preferred location in the RFI is within 20 miles of Sioux Falls, which is the same as the original request.
The RFI is in response to Gov. Larry Rhoden creation of the Prison Project Reset Task Force to address the need for a new men's prison. This was after the legislature in February rejected a bill on the final piece to fully fund a men's prison at a guaranteed maximum price of $825 million.
The new RFI also says that "smaller sites may be considered as part of a package or require a contingency of purchasing other property that meets requirements."
South Dakota Department of Corrections officials have said over the past year that proximity to Sioux Falls, including the 20 miles, is important to attract a workforce and retain the current staff.
The new RFI says that other locations beyond 20 miles "may also be considered if an adequate site is available and workforce needs can be met."
The Prison Project Reset task force appears to be willing to at least consider a possible build on current properties.
The state's service agreement with Arrington Watkins Architects said the firm needs to propose a new facility on current properties. The agreement also requires the firm to develop a proposed consolidated men's facility on alternate building sites.
The plan rejected for full funding by the legislature called for a 1,500 unit facility that could house medium, what are traditionally called maximum and some minimum security inmates. DOC officials said throughout the past year that the largest need in DOC is for medium security inmates.
Just as with the original RFI, a possible location needs to be on or near a paved road.
The capital investment is cited as up to $800 million or more. The original RFI said the capital investment would be up to $500 million or more.
The sewer requirement was increased to 175,000 gallons per day from an estimated 150,000 gallons per day.
Any possible site will need to have utilities on site or the ability to develop including electricity, natural gas, sewer, fiber optic and water.
The more than 30-page service agreement with Arrington Watkins Architects also requires the firm to review existing facilities and also includes site analysis.
Possible land sites should be submitted by the preferred date of April 24, according to the RFI.
State officials said during recent task force meetings in Sioux Falls that RFI responses should be available for review at the April 29 meeting in Springfield.
The agreement with the architect also has a timeline. The architect must complete the evaluation of the current system and current facility review on April 25. The proposals for possible projects must be completed by May 16. A final site analysis report is due on June 1. That is followed by a final report due on July 15.
