North Dakota HHS opens applications for Opioid Settlement Fund

BISMARCK, ND (KXNET) — North Dakota Health and Human Services (HHS) has opened applications for grant funding through the state's opioid settlement funds.
These funds are meant to support programs and initiatives that give people more access to prevention, treatment, and recovery services for
those struggling with opioid use disorder.
The grant is open to groups interested in providing services in North Dakota which include treatment and rehabilitation, prevention initiatives, training, and education and support for families and communities.
Applicants must submit proposals for the funding. Those whose proposals align with one or more priority recommendations from the Opioid Settlement Advisory Committee, chaired by Christopher Joseph, general council for the Governor’s Office, will receive extra points during the review process. These priority recommendations include:
Expanding access to community-based treatment and recovery services in rural and non-rural areas.
Increasing treatment and recovery services within jail settings.
Supporting prevention activities, including community coalitions and youth-focused programs.
Enhancing the behavioral health workforce to meet growing service demands.
Supporting Syringe Service Programs to reduce harm and improve public health outcomes.

“These funds provide an opportunity to make meaningful investments in North Dakota’s communities by supporting evidence-based programs that address opioid use disorder and its widespread impact,” said Joseph. “We encourage organizations to apply and help strengthen prevention, treatment, and recovery services across the state.”
Grant awards are expected to be announced in early June with the 24-month contracts beginning July 1. The amount of funding available depends on the funds appropriated by the legislature for the 2025-2027 biennium. Applications are due by 11:59 p.m. CT on Monday, April 28.
North Dakota is one of many states that has participated in settlements reached with opioid manufacturers and distributers across the country. States that receive settlement funds are required to create an advisory committee, and have to use the money in a way that aligns with Exhibit E of the settlement documents.
