Controversial rezoning proposal draws packed house at Middletown meeting

MIDDLETOWN, R.I. (WPRI) — Middletown residents packed a public hearing Thursday night for a proposed zoning change regarding a long-discussed town center project.

s—many of whom have opposed the plan for years.

Though the project was formally introduced in 2021, discussions have been ongoing for 13 years. Now, with zoning changes on the table, town officials say they have a clearer vision.
Town Manager Shawn Brown said the development is expected to generate $1.1 million in annual revenue for Middletown.
"The entire goal of this project is to take underutilized public land and turn it into a revenue generating asset," Brown said.
According to development team attorney Girard Galvin, the plan has been revised twice since the Feb. 5 meeting based on community feedback. Updates include five acres of open space and a park dedicated to a fallen soldier.
Brown added that plans to relocate the library will move forward regardless of whether the redevelopment is approved.
The planning board postponed a vote on the zoning change to April 24.
Chris Bicho, a housing developer at the site, told 12 News he supports the delay, saying it gives residents more time to weigh in and will ultimately lead to a better project.
