(Jeff Motz/KFOR News)LINCOLN–(KFOR Apr. 4)–A 25-year-old Lincoln man has been arrested on suspicion of animal cruelty, after a deceased dog was found in a trash bag at Pioneers Park on March 26. Lincoln Police say a veterinarian determined the 4-year-old Chihuahua died fr om starvation. Police and Animal Control identified the suspect as 25-year-old Elias Starr and found out he surrendered another dog to the Capital Humane Society in early March.
