Authorities on Thursday released the name of a man they said was brandishing a gun when San Diego police shot and killed him late last month. He was identified as Eric Kulakow, 59, of San Diego, according to Sheriff’s Lt. Patrick Fox. The Sheriff’s Office is investigating the police shooting und er a countywide protocol to prevent agencies from investigating shootings by their own officers. According to investigators, someone called 911 shortly after noon March 25 to report a man pointing a gun at people around Angelique Street, south of Scripps Poway Parkway. Consumer records indicate Kulakow lived on a cul de sac in the area where the incident occurred. Fox said the man had reportedly pointed a semiautomatic handgun at construction workers and then a pest control worker. The construction workers fled, and the pest control worker locked himself in his work vehicle. When the man failed to comply with police officers, San Diego police SWAT team and a negotiation team were called in, Fox said.
