CHESAPEAKE, Va. (WAVY) -- An 8-year-old boy was hit by a vehicle on Bainbridge Boulevard Wednesday night, police said. Randolph Bias (Courtesy: CPD) According to officials, just after 7:30 p.m., officers were dispatched to the area of Bainbridge Boulevard for reports of a vehicle accident invo lving a pedestrian. Officers arrived to the scene and found an 8-year-old boy suffering from non life-threatening injuries. The driver of the vehicle, 60-year-old Randolph Bias, was charged with a third DUI conviction within 10 years, driving after forfeiture of license and refusal of breathalyzer second offense.
