Man arrested during Olean Common Council Meeting for disorderly conduct after offering to donate money to the city

BUFFALO, N.Y. (WIVB) -- A man was arrested during an Olean common council meeting last week for disorderly conduct after offering to donate money to the city.
In a recording of the meeting held on March 25 on the city's official YouTube page, Carlos Andres, of no permanent address, is seen walkin
g up to the podium for a public comment with rolls of coins in his hands.
Olean Mayor William Aiello confirmed Andres's identity.
Andres said he would like to make a donation to the city and started placing the rolls on the podium. He was very quickly interrupted by a common council member and was asked to sit down. Andres was told that he was "done" before putting the last of the coins down and walking away.
Two police officers arrested Andres to boos from the crowd. A few onlookers recorded the incident with their phones while others shouted "what is he getting arrested for?" to no response.
He did not resist the arrest and was charged with disorderly conduct, according to Aiello.
WIVB News 4 has reached out to Olean Common Council President John Crawford and is waiting to hear back.
