Rock Hill Planning Commission urges City to rezone property formerly held by Carolina Panthers

ROCK HILL, S.C. — The City of Rock wants to find a new owner for a property that once belonged to the Carolina Panthers. The Rock Hill Planning Commission voted unanimously during a meeting Tuesday to recommend that 215 acres of land at 2394 Eden Terrace. The decision must now be voted on by C
ity Council, but if approved will rezone the property from a commercial master plan to general industrial use.
In addition, the decision could remove special design restrictions for a smaller 4.92 acre property on Mount Gallant Road. The Carolina Panthers were originally meant to build a training facility on the property. However, the project was never completed due to a financial disagreement between team owner David Tepper, and the City of Rock Hill, and York County in 2022.
The property currently sits vacant. Large signs with “City of Rock Hill Property” written on them identify the property entrances on Mount Gallant Road. Construction equipment now sits on the undeveloped land.
City officials said in the Commission meeting that rezoning the property will help attract a major economic development project. One City official wrote in an email to WCCB that the rezoning is a recommendation from the Palmetto Sites industrial site readiness evaluation which was completed in 2024. The City official said the goal is to find a suitor for the land in the form of a corporate headquarters, advanced manufacturing facility, or a combination of facilities.
The South Carolina Department of Commerce has partnered with the City to ensure success for the site. Department director of marketing and communications, Kelly Coakley, stated in an email to WCCB that the Department of Commerce is assisting in marketing the property, and it is a part of South Carolina’s portfolio of available sites and buildings. Coakley said there is significant interest in the property, but could not comment further due to it being an active project.
Rock Hill City Council will consider the decision during a meeting on Monday, April 14.
